The Superintendent of Trincomalee Prison, U.A.K. Rupasinghe, was arrested by officers of the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) inside the prison premises while accepting a bribe of LKR 1,235,000/- from a prison food supplier. The arrested suspect is scheduled to be produced before the Aluthkade Magistrate’s Court today.
As the Committee for Protecting Rights of Prisoners (CPRP), we have continuously exposed corruption, bribery, and malpractices within the prison system—including bribery schemes related to the prison food supply process—since as early as 2016. We view it as an important step that, even after several years, high-ranking officials involved in corrupt practices within the prison system are being brought to justice.
Therefore, the Committee for Protecting Rights of Prisoners (CPRP) emphasizes that the government must intervene to stop such bribery and corruption, ensuring that the fundamental rights of prisoners are safeguarded and that prison management is conducted with proper transparency.
ත්‍රිකුණාමලය බන්ධනාගාරයේ බන්ධනාගාර අධිකාරී යූ.ඒ.කේ. රූපසිංහ, බන්ධනාගාරයේ ආහාර සැපයුම්කරුවෙකුගෙන් රුපියල් දොළොස් ලක්ෂ තිස්පන් දහසක (රු. 1,235,000/-) මුදලක් අල්ලස් වශයෙන් ලබාගන්නා අවස්ථාවේදී බන්ධනාගාර පරිශ්‍රය තුළදීම අල්ලස් හෝ දූෂණ චෝදනා විමර්ශන කොමිෂන් සභාවේ නිලධාරීන් විසින් අත්අඩංගුවට ගෙන ඇත. අත්අඩංගුවට ගත් සැකකරු අද දිනයේදී අලුත්කඩේ මහේස්ත්‍රාත් අධිකරණය හමුවට ඉදිරිපත් කිරීමට නියමිතය.
සිරකරුවන්ගේ ආහාර සැපයීමේ ක්‍රියාවලියට අදාළව සිදුකළ මෙම අල්ලස් ජාවාරම ඇතුළු බන්ධනාගාර පද්ධතිය තුළ සිදුවන දූෂණ සහ අක්‍රමිකතා පිළිබඳව සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව (CPRP) ලෙස අප විසින් මීට පෙර 2016 වසරේ සිටම නිරන්තරයෙන් කරුණු අනාවරණය කළෙමු. වසර ගණනාවකට පසුව හෝ මෙලෙස බන්ධනාගාර අභ්‍යන්තරයේ සිදුවන මෙවැනි දූෂිත ක්‍රියා සම්බන්ධයෙන් උසස් නිලධාරීන් නීතියේ රැහැනට හසුකර ගැනීමට හැකිවීම වැදගත් පියවරක් ලෙස අප දකිමු.
එබැවින් බන්ධනාගාරගත සිරකරුවන්ගේ මූලික අයිතිවාසිකම් සුරැකෙන පරිදි සහ බන්ධනාගාර පාලනය නිසි ලෙස විනිවිදභාවයකින් යුතුව පවත්වාගෙන යාම සඳහා මෙවැනි අල්ලස් හා දූෂණ නතර කිරීමට රජය මැදිහත් විය යුතු බව සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව (CPRP) ලෙස අප අවධාරණය කර සිටිමු.
