The Committee for Protecting Rights of Prisoners (CPRP) urges Inspector General of Police (IGP) Priyantha Weerasooriya to immediately conduct an independent and impartial investigation into the suspicious death of 29-year-old Tharuka Viraj Rashmika de Silva, whose body was found floating in the Gin Ganga in Galle on June 24. The Committee emphasized this requirement by issuing a special media release.
The Committee points out that Viraj Rashmika de Silva, who was unlawfully arrested, was taken to the Baddegama Police Station on or around June 20, 2026, by the Southern Galle Crime Division.
However, the Committee further highlights reports indicating that until the body of Viraj Rashmika was discovered, no notification was given to his family members regarding his arrest, no official log entries were made, and he was not produced before a court.
While Viraj Rashmika was held in the custody of the Baddegama Police, he was clearly seen and identified by Dewage Wihanga Dineth Jayasinghe, who was also in detention at the same police station at that time.
Wihanga Dineth Jayasinghe, the key eyewitness to this suspicious incident, was remanded to the Colombo Remand Prison on June 24 under drug charges. Therefore, the Committee for Protecting Rights of Prisoners strongly urges the IGP to take immediate measures to ensure his physical safety both inside and outside the prison.
As he is the primary witness capable of revealing the truth behind this incident, the Committee emphasizes that the IGP must directly intervene to prevent any form of retaliation, influence, or threat against him.
Meanwhile, Sudesh Nandimal Silva, the Convener of the Committee for Protecting Rights of Prisoners, has already filed a formal complaint with the United Nations Human Rights Council (UNHRC) in Geneva, regarding such unlawful killings and torture taking place in Sri Lanka.
The Committee points out that despite changes in governments or rulers, such inhumane acts continue due to the arbitrary powers granted to the police and security forces, and states that the current government must bear direct responsibility. The CPRP reiterates that it will not abandon its legal and civil struggle until the right to life and safety of every citizen in police custody is fully guaranteed.

කමිටුව පෙන්වා දෙන්නේ නීති විරෝධී ආකාරයෙන් අත්අඩංගුවට ගෙන ඇති විරාජ් රෂ්මික ද සිල්වා මහතාව 2026 ජුනි 20 වන හෝ ඒ ආසන්න දිනෙක දකුණු ගාල්ල අපරාධ කොට්ඨාසය විසින් බද්දේගම පොලීසිය වෙත රැගෙන ගොස් ඇති බවයි.
කෙසේ වෙතත්, විරාජ් රෂ්මික මහතාගේ දේහය හමුවන තෙක්ම ඔහුව අත්අඩංගුවට ගත් බවට පවුලේ සාමාජිකයන්ට දැනුම් දීමක්, නිල සටහන් යෙදීමක් හෝ අධිකරණයට ඉදිරිපත් කිරීමක් සිදු කර නොමැති බවට කරුණු වාර්තා වන බව කමිටුව වැඩිදුරටත් පෙන්වා දෙයි.
විරාජ් රෂ්මික මහතාව බද්දේගම පොලිස් භාරයේ රඳවා සිටි එම අවස්ථාවේදී, එහි රැඳවුම් භාරයේ සිටි දේවගේ විහඟ දිනෙත් ජයසිංහ මහතා විසින් ඔහුව පැහැදිලිවම දැක හඳුනාගෙන තිබේ.
මෙම සැකකටයුතු සිදුවීමේ ප්රධාන ඇසින් දුටු සාක්ෂිකරුවා වන විහඟ දිනෙත් ජයසිංහ මහතාව පසුගිය ජුනි 24 වන දින මත්ද්රව්ය චෝදනාවක් යටතේ කොළඹ රිමාන්ඩ් බන්ධනාගාර ගත කර ඇත. එම නිසා ඔහුගේ ශාරීරික ආරක්ෂාව බන්ධනාගාරය තුළදී හෝ ඉන් පිටතදී වහාම තහවුරු කිරීමට පියවර ගන්නා ලෙස සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව පොලිස්පතිවරයාගෙන් දැඩිව ඉල්ලා සිටියි.
මෙම සිදුවීම පිළිබඳ සත්ය කරුණු අනාවරණය කරගත හැකි ප්රධාන සාක්ෂිකරු ඔහු වන බැවින්, ඔහුට එරෙහිව සිදුවිය හැකි ඕනෑම ආකාරයක පළිගැනීමක්, බලපෑමක් හෝ තර්ජනයක් වැළැක්වීමට පොලිස්පතිවරයා සෘජුව මැදිහත් වී පියවර ගත යුතු බව කමිටුව අවධාරණය කරයි.
මේ අතර, ශ්රී ලංකාව තුළ සිදුවන මෙවැනි අනීතික මිනිස් ඝාතන සහ වධහිංසා පැමිණවීම් පිළිබඳව සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුවේ කැඳවුම්කරු සුදේශ් නන්දිමාල් සිල්වා මහතා විසින් මේ වන විටත් ජිනීවා නුවර පිහිටි එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලයට (UNHRC) නිල වශයෙන් නව පැමිණිල්ලක් ඉදිරිපත් කර තිබේ.
රටේ ආණ්ඩු හෝ පාලකයින් මාරු වුවද පොලිසිය ඇතුළු ආරක්ෂක අංශ වෙත ලබා දී ඇති අනීතික බලතල හේතුවෙන් මෙවැනි අමානුෂික ක්රියා තවදුරටත් සිදුවන බව පෙන්වා දෙන කමිටුව, වත්මන් රජය මේ සම්බන්ධයෙන් සෘජුව වගකිව යුතු බව ප්රකාශ කරයි. පොලිස් අත්අඩංගුවට පත්වන සෑම පුරවැසියෙකුගේම ජීවත්වීමේ අයිතිය සහ ආරක්ෂාව තහවුරු කරන තෙක් සිරකරු අයිතිවාසිකම් සුරැකීමේ කමිටුව තම නීතිමය සහ සිවිල් අරගලය අත් නොහරින බව වැඩිදුරටත් සිහිපත් කර සිටියි.
